The 2003 winner was announced at the IALL 22nd Annual Course on International Law Librarianship in Cape Town, 21-25 September 2003

The selection panel was Lisbeth Rasmussen (Copenhagen University), Jules Winterton (Institute of Advanced Legal Studies, London), James Butler (Supreme Court of Victoria, Melbourne), and Lyonette Louis-Jacques (University of Chicago).
